New Resources: Periodicals Guide, Forced Migration Definitions

Forced Migration Online (FMO) has kindly made available a re-configured and updated version of my Guide to Forced Migration Periodicals. You can view it in a structured format or as a collection of bookmarks on the Delicious service.

And on my Forced Migration FAQ, I have added a list of links to various resources that discuss, debate and analyze definitions of forced migration and forced migrants. They can be viewed in the sidebar. The collection is also available as a separate bibliography.

Asia Focus

The Asia Pacific Refugee Research Network (APRRN) now has an official web site. The aim of the network is to "advance the rights of refugees in the Asia Pacific region." Working groups focus on different geographic regions (South Asia, Southeast Asia, East Asia, and Australia/Pacific) and different thematic issues (detention, legal aid and advocacy, women and girls at risk, right to health, and international advocacy).

One focus of the APRRN's has been the treatment of refugees from Myanmar, the largest populations of which are in Thailand, Malaysia, Bangladesh and India, and include ethnic Rohingya, Chin and Karen. Several reports have been issued recently that look more closely at their situation, particularly that of the Rohingya in Bangladesh:

The 13th session of the Human Rights Council will be held 1-26 March 2010. ISA Papers

The International Studies Association (ISA) is holding its 51st convention in New Orleans this week. The theme is "Theory vs. Policy? Connecting Scholars and Practitioners." A number of the panels such as those listed below focus on forced migration-related issues. These are not the only with relevant papers - at 210 pages, the program is vast and forced migration papers are also included in panels that focus on other topics.

FMR: Urban Displacement

Forced Migration Review's latest issue focuses on "urban displacement," with "26 articles by a wide range of authors – practitioners, policymakers and researchers." It also includes a spotlight on Haiti and 12 general articles on a range of topics, including the new "Kampala Convention" (the AU convention on internal displacement), shade netting, IDPs in Pakistan and Timor-Leste, Iraqi refugees, and the voluntary repatriation of Mauritanian refugees.

The editors' overview of the issue also provides an interesting explanation of how the cover image was created.

Detention in Europe

JRS Europe's "Detention in Europe" project reported recently on the new Council of Europe Parliamentary Assembly (PACE) resolution on the detention of asylum-seekers and irregular migrants in Europe. They provide a summary of the resolution, and include links to the texts of not only the resolution, but also of PACE's recommendation and the background report of the Committee on Migration, Refugees and Population's rapporteur.

Humanitarian Assistance: Assessing Performance, Evidence-based Decision-making, Reform Progress

1. ALNAP has issued the first The State of the Humanitarian System: Assessing Performance and Progress (Jan. 2010). This pilot report's objective, as indicated in the executive summary, was:
to provide a system-level mapping and assessment of international humanitarian assistance. To this end, the report 1) defines key criteria for assessing system performance and progress, 2) assesses the system’s performance over the past two years against these criteria, 3) presents new, previously unavailable descriptive statistics and 4) highlights some new initiatives in policy and practice.
The introduction describes the scope and methodology used, chapter 2 reviews the composition of the humanitarian system, and chapter 3 assesses performance. The plan is to repeat this assessment on a biennial basis.

2. A recent HPN Network Paper examines "Evidence-based Decision-making in Humanitarian Assistance" (Dec. 2009). The report "highlights key concepts in evidence-based practices, examines recommendations from recent published humanitarian reviews, and presents options to strengthen evidence-based decision-making in the design, implementation and evaluation of humanitarian assistance."

3. The most recent edition of Humanitarian Exchange includes an article entitled "Humanitarian reform: a progress report," which highlights findings from the Synthesis Report Review of Engagement of NGOs with the Humanitarian Reform Process.
