Universal Periodic Review

The Universal Periodic Review is a "process which involves a review of the human rights records of all 192 UN Member States once every four years." It is structured to provide each State the opportunity "to declare what actions they have taken to improve the human rights situations in their countries and to fulfil their human rights obligations."

The next session (9th) is scheduled for November 2010. The U.S. is one of the countries slated for review. As a result, a number of NGOs and other organizations have prepared reports for the UN Human Rights Council that express their concerns regarding the treatment of immigrants and refugees and provide proposals for reform. These will eventually be made available via the UPR web site but in the interim, here are a few examples of submissions that focus on the U.S. record:

UNHCR has prepared submissions on other countries as well; these can be accessed via Refworld. Not all country profiles are currently available but no doubt will be posted in the near future.

See UPR-Info.org and UPR Watch for more general information on the UPR process; both sites allow you to search by theme (e.g., "asylum seekers," "refugees," etc.), but the latter produces more focused results.

Nominate Your Favorite Films

On this blog, I intermittently highlight videos and short documentary films that focus on refugees and other forced migrants. However, I haven't reported much on feature-length movies. These too can be useful resources, particularly for advocacy groups aiming to raise awareness of displacement issues and for lecturers wishing to add variety to their reading lists.

I would like to invite readers to help me compile a list of remarkable films that share useful insights into refugee, asylum and forced migration issues. Gang-related Asylum Claims

UNHCR has issued a Guidance Note on Refugee Claims Relating to Victims of Organized Gangs (March 2010), which examines "whether victims of criminal gangs or activities associated with those groups may be considered in need of international protection under the 1951 Convention relating to the Status of Refugees and its 1967 Protocol and, if so, under what circumstances."

Several other resources that focus on gang-related claims for asylum, particularly in the U.S. context, have recently become available, including:

No Place to Hide: Gang, State and Clandestine Violence in El Salvador is a recently published book that "examines the phenomenon of youth gangs and documents human rights violations associated with gang violence as well as the corresponding Salvadoran governmental responses."

A forthcoming resource from UNHCR on this issue is "Living in a World of Violence: An Introduction to the Gang Phenomenon," the background research report for the aforementioned note.
