Tip of the Week! Research Guides

I just finished a pretty thorough updating of "Researching Forced Migration: A Guide to Reference and Information Sources."  In the past, I've tried to check links on a more regular basis, but since it is a manual process, I confess that it is a task I tend to put off!  That said, I think research guides are useful resources, particularly for users who need a quick introduction to an unfamiliar subject and some links to further information.

Research guides come in all shapes and sizes.  My forced migration research guide is a little more elaborate than most since it functions as a "guide to the literature" as well as an introduction to a field of study.  I use a more familiar research guide format for the three other guides I've compiled on IDPs, international refugee law, and statelessness.

Once upon a time, Forced Migration Online (FMO) commissioned experts to prepare guides on different forced migration topics and country situations.  Unfortunately, these are now out-of-date, but for a while there, they were very popular and constituted one of the most visited sections of the web site.

A variation on the research guide is the "library subject guide." A popular application that libraries use to generate these guides is called LibGuides.  The Refugee Studies Centre library has produced a very useful one for refugee studies.  It directs visitors to relevant materials both in the Bodleian Social Science Library and online, and suggests strategies for locating specific document types as well as for conducting online searches.  The UN Office at Geneva Library has also used LibGuides for its research guide on "refugees and asylum seekers."

News: International Migrants Day

December 18th is International Migrants Day. If you are a person living outside your country of birth, share your story at #IAmAMigrant.

The International Organization for Migration (IOM) is calling 2013 the "year of desperation," focusing on the many migrants who have perished in search of a new life.  Visit IOM's theme page for more information, including statistics on and locations of migrant deaths, an animated infographic, news stories, and a link to the "What Migrants Bring" campaign.

Tip of the Week! Forced Migration Library

If you are a regular user of this blog, then you may have noticed that every month, I create a new board on my Pinterest page to highlight books that are due to be published sometime during that month.  However, unless you have also joined Pinterest and chosen to "follow" me, you may not realize that I add references at other times too, sometimes to the most recently created board, but also to other boards.  So, for example, I just added a new pin to the Dec. 2013 board to alert visitors to five forthcoming titles in Springer's new Migration Studies series.  I also added a pin to the New Legal Texts board for James Hathaway's edited volume, Human Rights and Refugee Law, from Edward Elgar. And while the primary emphasis is on new books, I also maintain boards for certain categories of books, like reference titles, series, open access items, and kids literature.

So if you are interested in building up your own collection, please become a patron of the Forced Migration Library and check in regularly to learn about new additions!

New UNHCR Statistical Yearbook

The 2012 edition of UNHCR's Statistical Yearbook has been published. Some of the main findings include:

- "By end-2012, 45.2 million people were forcibly displaced worldwide as a result of persecution, conflict, generalized violence, and/or human rights violations. Some 15.4 million people were refugees, 10.5 million under UNHCR’s mandate and 4.9 million Palestinian refugees registered by UNRWA."

- "By the end of 2012, the total population of concern to UNHCR was estimated at 35.8 million people." Broken down, this figure includes: "10.5 million refugees; 928,200 asylum-seekers; 526,000 refugees who had repatriated during 2012; 17.7 million IDPs protected or assisted by UNHCR; 1.5 million IDPs who had returned to their place of origin in 2012; 3.3 million stateless persons; & 1.3 million others of concern."

- The top five receiving countries for asylum applications were South Africa, the US, Germany, France & Sweden.

- The top five countries of origin for asylum applications were DRC, Afghanistan, Syria, Pakistan & Eritrea.

- "Refugee status based on the 1951 Convention was granted in 30 per cent of decisions in 2012."

- The top five refugee-hosting countries were Pakistan, Iran, Germany, Kenya and Syria.

- The top five refugee-producing countries were Afghanistan, Somalia, Iraq, Syria and Sudan.

- The Centre for Refugee Studies (CRS) offers a seven-day "non-credit course for academic and field-based practitioners working in the area of forced migration."  "Through attending lectures and related small group sessions, course participants develop a deepened understanding of the political, economic, social and cultural contexts of forced migration, and the major state and non-state institutions involved in refugee protection and advocacy.
"  The deadline for early bird registration and visa applicants is 31 January 2014; for all others, it is 1 April 2014.

CFMS Summer Institute: The Refugee Status Determination Process, Evanston, IL, 1-7 June 2014 [info]
- The Center for Forced Migration Studies (CFMS) offers a "seven-day, non-degree earning certificate program" that "introduces participants to the 1951 Refugee Convention and 1967 Protocol refugee regime, the international legal basis for refugee status and the variations in how UNHCR and authorities in different countries determine whether an asylum-seeker is eligible for refugee status, with a particular focus on the United States." Apply for early bird rates by 2 May 2014.

- The Refugee Studies Centre (RSC) offers a three-week course "aimed at mid-career or senior policymakers and practitioners involved with humanitarian assistance and policymaking for forced migrants." "Beginning with reflection on the diverse ways of conceptualising forced migration, the course considers the political, legal and well being issues associated with contemporary displacement. Individual course modules also tackle a range of other topics, including globalisation and forced migration, and negotiating strategies in humanitarian situations."  The deadline for bursary applications is 1 March 2014; for all others, it is 1 May 2014.

Statelessness Programme Summer Course, Tilburg, Neth., 4-8 August 2014 [info]
- This course will "consider statelessness and the right to nationality from various angles. It will deal with legal and policy issues associated with statelessness. The status of stateless persons, their human rights and international protection will be addressed, as well as ways to research and document statelessness." The application deadline is 1 April 2014.

Regional Focus: Australia's Offshore Processing Centres

After a research visit to Australia's offshore processing centre on Manus Island, Papua New Guinea on 11-16 November 2013, Amnesty International has published a report that "details how asylum seekers are being held in a prison-like regime, in extremely cramped compounds in stifling heat, while being denied sufficient water and medical help."

News: Human Rights Day

Human Rights Day is commemorated annually on 10 December, the day when the Universal Declaration of Human Rights (UDHR) was adopted by the UN General Assembly in 1948.  2013 marks several milestones: the 65th anniversary of the UDHR and the 20th anniversary of the Vienna Declaration and Programme of Action, which called for the establishment of a UN High Commissioner for Human Rights (OHCHR).  The theme of this year's Human Rights Day is therefore "20 Years of Working for Human Rights."

In recognition of Human Rights Day, Refworld has launched a Russian version of its database.  This development is part of the Asylum Systems Quality Initiative in Eastern Europe and South Caucasus project, which started in Spring 2013 and aims to improve the "asylum procedures and refugee protection in six EU neighboring countries: Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine."
