Guidelines on Statelessness

Further to this previous post, UNHCR has published a second Guidelines on Statelessness on "Procedures for Determining whether an Individual is a Stateless Person." Here's the focus:

These Guidelines address procedures that are aimed specifically, if not exclusively, at determining whether an individual is stateless. Moreover, the focus of these Guidelines is on the concept of stateless person as defined in the 1954 Convention and on the obligations of States that are party to the 1954 Convention. Some consideration is given to States not bound by this treaty and on the identification of de facto stateless persons. Although an individual can be a stateless person and a refugee as per the 1954 Convention and the 1951 Convention Relating to the Status of Refugees (1951 Convention) respectively, a stateless refugee will benefit from the protection of the 1951 Convention. The 1954 Convention was primarily developed to regulate the treatment of stateless persons who are not refugees.

The third Guidelines will likely address "The Status of Stateless Persons at the National Level."
