News: New Guidelines on International Protection

UNHCR has issued a 12th set of Guidelines on International Protection, which focus on "Claims for Refugee Status Related to Situations of Armed Conflict and Violence under Article 1A(2) of the 1951 Convention and/or 1967 Protocol relating to the Status of Refugees and the Regional Refugee Definitions."

The aim of these Guidelines is to clarify paragraph 164 in the Handbook on Procedures and Criteria for Determining Refugee Status, which reads as follows:

"Persons compelled to leave their country of origin as a result of international or national armed conflicts are not normally considered refugees under the 1951 Convention or 1967 Protocol. They do, however, have the protection provided for in other international instruments, e.g. the Geneva Conventions of 1949 on the Protection of War Victims and the 1977 Protocol additional to the Geneva Conventions of 1949 relating to the protection of Victims of International Armed Conflicts."
