- From the introduction: "Despite the closely linked relationship between disability and poverty, persons with disabilities have by and large been excluded from development aid and humanitarian relief. Prospects for change, however, have come to the fore through adoption by the General Assembly of the Convention on the Rights of Persons with Disabilities (CRPD), which entered into force in May 2008. Unique for a core United Nations human rights treaty, CRPD Article 32(a) requires that all international assistance, including development aid, ‘be inclusive of and accessible to persons with disabilities’. Many States Parties – including the European Union which ratified the CRPD as a regional entity and is the world’s largest development donor – are beginning to heed this mandate by developing disability-inclusive aid initiatives. At the same time, little enough practically useful information has been gathered from the field to enable States to transform their guidelines by reflecting field-based best practices."
