Because these articles are published as Open Access in traditional subscription-based journals, they are not as easy to "discover" as articles published in all-OA journals. I make a point of trying to track these items down so they don't get bypassed.

News: New Trump Executive Order Targets Refugees

(additional references added 28 Jan. 2017)

Today, Pres. Trump signed an Executive Order entitled "Protecting the Nation from Foreign Terrorist Entry into the United States," which among other things puts the refugee resettlement program on hold for four months, caps total refugee admission numbers at 50,000, halts Syrian refugee admissions until further notice, and places a 90-day visa ban on nationals from Iran, Iraq, Libya, Somalia, Sudan, Syria and Yemen.

Today is also International Holocaust Remembrance Day. The president issued a short statement that ends with "Together, we will make love and tolerance prevalent throughout the world." And yet, as the ImmigrationProf blog noted, the president chose this day to "refus[e] to come to the aid of those fleeing persecution."

Here is a joint statement from UNHCR and IOM.

News: Share Ideas for Addressing the Refugee Crisis

A former foreign affairs minister in Canada has launched a Facebook page called "Platform to Discuss New Ideas and Solutions to the World Refugee Crisis." The welcome message notes in part that, "I'm going to convert this Facebook site into a platform for refugee/migrant issues and invite existing and new friends to join in sharing their stories, views and ideas. Hopefully this can be a way of generating a sharing of the responsibility and as well as fresh ideas on how to govern an event that is of great significance to so many."

Examples of other recent fora for eliciting ideas include:

- Brookings' discussion series on "Rights and Responsibilities: Solutions to the Syrian Refugee Crisis"

- The Middle East Institute's essay series on "Refugees Adrift? Responses to Crises in the MENA and Asia"

Items to watch for:

Evaluation of UNHCR’s Role as Cluster Lead Agency for the Global Protection Cluster (ITAD) [info]
- "The evaluation has the dual objectives of learning and accountability. The focus will be on learning how the protection clusters at country level are supported by the GPC, and what lessons have been learned by UNHCR in field CLA situations. The evaluation will examine the achievements and challenges of the cluster at global and field level with regard to coordination, capacity building, and support to the field and mainstreaming protection. While the evaluation will look back at achievements against the 2012-15 GPC strategy, it will also seek to make recommendations of relevance to the current 2016-19 strategy." The evaluation should be completed by May 2017.

Refugee Response Index (DARA) [info]
- "DARA is currently developing, in conjunction with strategic partners, practitioners and experts, the Refugee Response Index (RRI). This initiative seeks to measure countries’ response to refugees. At a time where the need to uphold the refugee protection system is more crucial than ever, with one out of 122 persons in the world being refugees, there is more than ever a need to reinvigorate the spirit and principles of the 1951 Refugee Convention, boost country response in support of refugees and reverse the current trend of growing restrictive refugee policies."
