This is a round-up of open access materials produced by authors based in the Global South (GS) and other geographic areas that are less well-represented in the domain of scholarly forced migration literature. Generally, articles are included if either the lead author or at least half of the co-authors are based in the GS. These references are organized by type of open access. From Education to Employment? Young People’s Trajectories in Protracted Crisis (Lebanese American Univ. & Oxford Brookes Univ., June 2022) [full-text]
- From the introduction: "Lebanon and Jordan are among the countries in the world hosting the most refugees relative to their population. The two countries represent the many countries across the globe where refugees cannot automatically work, where work can only be accessed through a work permit, and where education of different groups is segregated. A main aim of the project has therefore been concerned with understanding the role of young people’s legal status in shaping their trajectories from education to employment. By including the experience of nationals, meaning individuals with citizenship in Jordan and Lebanon, in addition to Palestinian and Syrian refugees, we were able to understand better some of the specificities of displacement and the experience of living in a context where displacement represents part of the public narrative."

News: Launch of RLI Declaration on Externalisation and Asylum

The first order of business today at the opening of the Refugee Law Initiative's 6th annual conference was the adoption of the RLI Declaration on Externalisation and Asylum. With the aim of offering "guidance to law- and policy-makers, practitioners, scholars and others," the Declaration outlines "international law standards that govern the legality of externalisation measures impacting on access to territorial asylum, with a particular focus on externalised border controls and externalised asylum systems." 

The Declaration is accompanied by an analytical paper that sets out "a definition of the term 'externalisation', relevant international law standards and a global account of the legal and policy issues raised by these two examples of externalisation."

This document is the first Declaration on International Protection that the Refugee Law Initiative has helped to realize. RLI intends to promulgate additional declarations and analytical papers every two years.

Annual Tripartite Consultations on Resettlement 2022:

This year's ATCR was held in Geneva on 20-22 June 2022. It was co-chaired by the US Dept. of State's Bureau of Population, Refugees, and Migration and Refugee Council USA. The theme was "Reemerging and Building Globally," as described in this media note: "Throughout the ATCR, the focus will be on reemerging from a year of unprecedented humanitarian emergencies such as Afghanistan and Ukraine, as well as the COVID-19 pandemic through renewed commitments to increased resettlement and complementary pathways, more innovative and nimble responses to emerging crises, and more equitable responsibility-sharing for supporting refugees globally. An additional goal of this year’s ATCR will be to advance the meaningful inclusion of refugees in resettlement policy and governance."

Key documents presented at the meeting included UNHCR's Projected Global Resettlement Needs for 2023 (see also related briefing note) and Third Country Solutions for Refugees: Roadmap 2030 (text not yet available), which is the successor process to the Three-Year Strategy on Resettlement and Complementary Pathways (2019-2021) (see also related final report).
