The latest issue of Forced Migration Review (FMR) has been published. The theme of FMR57 is "Syrians in Displacement." Here is the description:
"With 2018 marking the 7th anniversary of the Syrian conflict, this issue of FMR explores new insights and continuing challenges relating to the displacement of millions of Syrians both internally and in neighbouring countries. What we learn from responses to this large-scale, multi-faceted displacement is also relevant to other situations of displacement beyond as well as within the Middle East."
There are 27 articles focusing on the theme of "Syrians in Displacement," plus six general articles on other topics.

Amnesty International has published the latest edition of its flagship annual human rights report. From the preface:
"The Amnesty International Report 2017/18 shines a light on the state of the world’s human rights during 2017. The foreword, five regional overviews and a survey of 159 countries and territories from all regions document the struggle of many people to claim their rights, and the failures of governments to respect, protect and fulfil human rights. Yet there are also glimpses of hard-won progress, demonstrating that the defence of human rights does yield positive developments. This report pays tribute to the human rights defenders who continue to fight for change, sometimes risking their own lives in the process. In a year when austerity measures and natural disasters pushed many into deeper poverty and insecurity, this year’s report also shines a spotlight on economic, social and cultural rights."

News: First Formal Consultation re. GCR
The first formal consultation since the release of the zero draft of the Global Compact on Refugees was held in Geneva on 13-14 February 2018. Here are the agenda and the opening remarks of the Assistant High Commissioner for Protection. NGO statements at the consultation are available on ICVA's web site.

As ICVA noted in this tweet, the next steps for UNHCR before the second formal consultation (currently scheduled for 20-21 March 2018) are: "informal briefing with Member States in New York on 16 February; work on revising the zero draft based on consultations."

This is from ICVA's Jan. 2018 Bulletin:
"UNHCR announced a few changes in the HQ organigram, particularly:
- The creation of a Division of Resilience and Solutions, led by Mr. Daniel Endres, including a Service working on the Comprehensive Refugee Response Framework and a Service geared towards partnerships and strategies with development actors and inclusion.
- The Governance Service, led by Mr. Johan Cels, will become part of the Executive Office and will steer consultations with member states on the Global Compact on Refugees.
- Mr. Volker Türk, Assistant High Commissioner for Protection, will supervise the Service's consultations with Member States on the Global Compact on Refugees and the new Division of Resilience and Solutions."
