News: UK Country of Origin Information Research

New report:

The Independent Chief Inspector of Borders and Immigration in the UK has issued a report on country of origin information. Specifically, the inspection "examined the efficiency and effectiveness of the Home Office functions that produce and use COI, specifically how COI products are commissioned, developed and disseminated, and how they are used within the asylum process." The Independent Advisory Group on Country Information (IAGCI) is inviting tenders to evaluate UK Home Office country of origin information products issued for three different countries:

News: "Zero Draft" of Global Compact on Migration

The "zero draft" of the Global Compact for Safe, Orderly and Regular Migration was released yesterday, along with the schedule for six rounds of negotiations that will take place between February and July 2018. The first round is slated for 20-22 February 2018 in New York.

An Intergovernmental Conference to adopt the compact will be held 10-11 December 2018 in Morocco. See also the UN General Assembly resolution on the modalities of the conference.

News:

UNHCR has plans to revamp its Refugee Status Determination (RSD) Learning Programme, which to date has consisted of a self-study phase, a workshop, and a post-workshop phase. "The existing RSD LP was created in 2003 and has only been subjected to minor changes since then. A challenge in terms of inviting participants for the RSD LP has throughout the years been the varying level of knowledge and experiences among the participants of the RSD LP, with the consequence that some participants found the content of the RSD LP, including the workshop too complex and difficult to grasp, while other participants wanted more in-depth knowledge for their continued learning."

To address these varying levels, a "new RSD Introduction e-learning program will be launched [in 2018] targeting primarily new (junior) eligibility staff and others with an interest in RSD. It’s expected that all new staff involved in RSD will undertake the RSD Introduction e-learning, which will form the consistent basis for their initial learning."

"The revamp of the RSD LP will ensure that more experienced and senior eligibility/RSD staff get trained more in depth on complex topics, among others, sexual orientation and gender identity (SOGI), child applicants, applicants with specific needs, trauma, etc. Optional reading lists would be available to ensure staff are familiarised with the concepts required for strengthening of State asylum systems and advocacy. There will be a strong focus on strengthening skill sets, including legal analysis, drafting and structure of reasoning through a case-study approach. The self-study phase will include different training modalities, such as self-paced learning, webinars, as well as tutor-supported assignments with the objective to strengthen the knowledge and skill sets and enhance learning through multiple avenues. A 5-day workshop will continue to be part of the LP to enhance the skill set of staff through practical group- exercises and interactive learning."

News: "Zero Draft" of Global Compact on Refugees

Today, UNHCR released a "zero draft" of the global compact on refugees that will form the basis of formal discussions with UN Member States beginning in February and running through July 2018.

From the press release:

"The draft compact includes the comprehensive refugee response framework (CRRF), set out in the Annex 1 of the New York Declaration, and a programme of action which helps translate policy into practice to improve - for example – refugee access to education, livelihoods, civil registration systems, financial services and internet connectivity while encouraging private investment or development funding in refugee hosting areas. The 'zero draft' has been informed by a series of discussions in the latter half 2017, and the application of the CRRF in different countries and situations."

The formal consultations will produce a non-binding document which will then be presented by the High Commissioner in his 2018 report to the UN General Assembly at the end of the year.

News: New Version of ecoi.net Launched

ecoi.net, the Austrian Red Cross’ information system on countries of origin of refugees and asylum seekers, is now online in a new version.

The new website features a modern design, a new search engine, and more speed. ecoi.net allows you to search through the full text of more than 300,000 documents published by more than 160 regularly covered sources. Since 2001, ecoi.net gathers, structures and processes publicly available country of origin information with a focus on the needs of asylum lawyers, refugee counsels and persons deciding on claims for asylum and other forms of international protection.

The new search engine immediately displays the number of results for each search filter. You can select more than one property for each filter, and choose how the filter is applied. For instance, you can search through all documents published by multiple sources of your choice. Or you can instead exclude documents from selected sources, or of a specific document type.

Existing ecoi.net user accounts will continue to work on the new website. If you do not have an account yet, you can register for free. Registered users benefit from our research baskets and our weekly e-mail alerts informing about selected new publications.
