Round-up: 1951 Refugee Convention at 75

Today is the 75th anniversary of the 1951 Convention relating to the Status of Refugees; a milestone moment like this presents an opportunity to reflect on the impact this longstanding instrument has had on resolving refugee problems and how to ensure its continuing effectiveness moving forward as the principal standard for the international protection of refugees.

Examples of reflections, actions & proposals include:

UNHCR:
- The organization launched 'The Promise', "a public statement of solidarity, bringing together prominent figures from across society to reaffirm support for refugees and the right to seek safety."
- In addition, throughout 2026, UNHCR has been facilitating a series of national, regional and global dialogues that focus on examining "how the international protection system can respond more effectively to the realities of displacement today." This "process will culminate in the High Commissioner's Dialogue on Protection in early December 2026 in Geneva. It will consolidate key themes, priorities and recommendations from across the year" and help shape UNHCR's policy priorities in 2027.
- It also published Refugee Definitions in National Laws "as a contribution to the effective implementation of international and regional refugee law and as part of the broader reflection prompted by the 75th anniversary of the 1951 Convention. By making national refugee definitions more accessible and comparable, it seeks to strengthen legal certainty, promote consistency in interpretation, and support the continuing efforts of States, courts, practitioners, civil society, academia and UNHCR operations to ensure that persons in need of international protection are identified and protected in accordance with the standards to which States have committed."

Global Perspectives on Strengthening the Refugee Convention (USCRI) [text]
- "At a time when the need for protection is high but durable solutions are rare, legal advocates have stepped up to strengthen local, regional, and global commitments to the Refugee Convention. ...So, on the 75th anniversary of the Refugee Convention, we asked [them]: What part of the Refugee Convention are you championing or working to strengthen in your country?"

Protection Under Pressure: The Refugee Convention at 75—why its core promises still matter and what it will take to preserve them for the next generation (International Rescue Committee) [text]
- "The report calls for three shifts: properly resourcing asylum and reception systems to ensure timely and accurate decisionmaking of well-founded claims; replacing temporary status with predictable pathways to permanent residence and citizenship, paired with early investment in workforce integration; and renewed global cooperation, including honoring pledges under the Global Compact on Refugees and expanding financing for the low- and middle-income countries hosting 68% of the world's refugees."

- This guide "allows you to explore the history, operation and enduring significance of one of the world's most important legal instruments."

Symposium on the 1951 Refugee Convention at 75: Introduction (OpinioJuris, June 2026) [access]
- A variety of commentators "take stock of how key stakeholders working with refugees and refugee law value the centrality of the 1951 Convention in the system of refugee protection that interacts with other bodies of law and what can be done to ensure its vitality to provide refugees a life in safety and with dignity, protecting them from harm and allowing them to rebuild their lives in the decades ahead." The introduction provides background on the refugee convention and introduces/links to the nine contributions.

Japan’s Humanitarian Aid Toward Myanmar After the 2021 Coup: Exploring Four Channels Amid the Weaponization of Assistance (Springer, Sept. 2025) [open access
- "This open access book delves into Japan's humanitarian aid efforts in Myanmar following the military coup of February 2021. As Myanmar faces political upheaval and growing humanitarian challenges, Japan's response has been notable, yet intricate, maneuvering through obstacles created by the Myanmar military's weaponization of aid. Utilizing document analysis, semi-structured interviews, and fieldwork conducted at the Myanmar-Thailand border, this book explores four key channels through which Japan delivers humanitarian assistance: UN organizations, Myanmar-based NGOs, Thailand-based NGOs, and Bangladesh-based NGOs. Each channel is examined in detail, highlighting the strategies employed, obstacles faced, and impact of Japan’s contributions on the ground. This study illuminates the precarious equilibrium between delivering crucial aid and addressing the political circumstances that hinder humanitarian endeavors. It also prompts important discussions about the morality of providing assistance in conflict-ridden areas and the responsibilities of donor nations in upholding their human rights."

The collection examines how these instruments play a central role in shaping responses to refugees. It unpacks the ways in which international refugee law manifests itself in non-signatory states and how those states in turn contribute to its development. The contributions are legally informed and richly contextualized, providing empirical, conceptual, critical and historical insights into how and why the Refugee Convention matters globally." Lawless Zones, Rightless Subjects: Migration, Asylum, and Shifting Borders
(Cambridge Univ. Press, Jan. 2025) [open access]
- "Responding to ever-increasing pressures of migration, states, supranational, and subnational actors deploy complex moves and maneuvers to reconfigure borders, rights, and territory, giving rise to a changing legal cartography of international relations and international law. The purpose of this volume is to study this new reconfiguration of rights, territoriality, and jurisdiction at the empirical and normative levels and to examine its implications for the future of democratic governance within and across borders. Written by a diverse and accomplished group of scholars, the chapters in this volume employ legal, historical, philosophical, critical, discursive, and postcolonial perspectives to explore how the territoriality of the modern states – ostensibly, the most stable and unquestionable element undergirding the current international system – has been rewritten and dramatically reimagined."

Between Protection and Harm: Negotiated Vulnerabilities in Asylum Laws and Bureaucracies (Springer, Oct. 2024) [open access]
- "This open access book dissects the current narratives of ‘vulnerability’ in asylum laws and policies, by unpacking the meanings, productions, and performances, of ‘vulnerability’ in different contexts, from countries of first asylum in the Global South to Europe and Canada. ...[It] examines existing legal and bureaucratic approaches to refugees’ vulnerabilities, which it confronts with the refugees’ experiences and understandings of their own life challenges. It analyses the perspectives from state actors, humanitarian organisations, and social and aid workers, as well as the refugees themselves. By emphasizing how these perspectives relate and feed into each other, the book unpacks the humanitarian replies from states and the international community to refugee movements – including in their implied exclusionary dimensions that generate contestations and implementation difficulties which, if not tackled and understood properly, risk exacerbating and/or producing vulnerabilities among refugees."

Global Asylum Governance and the European Union's Role: Rights and Responsibility in the Implementation of the United Nations Global Compact on Refugees (Springer, Dec. 2024) [open access]
- "This book analyses the characteristics and impacts of existing and emerging asylum governance instruments and their practical implementation in selected countries hosting large communities of refugees around the world. Particular focus is given to the cases of Bangladesh, Brazil, Canada, Jordan, Niger, Serbia, South Africa and Turkey. Attention is put into regional and country-specific asylum instruments and actors from the perspective of their effectiveness, fairness and consistency with refugee protection and human rights standards as well as the UN GCR commitments. By doing so, the book identifies key lessons learned and offers a critical view on policies framed as 'promising practices' so as to inform future steps in the UN GCR implementation and asylum governance more generally."
