This blog will be quiet until November.  Apologies for the flurry of postings yesterday - just trying to get some things out before Fall Break!

Please take advantage of Open Access Week, which runs 21-27 October 2013.  Its theme this year is "Redefining Impact." In the past, I have run a series of posts to raise awareness about open access in the forced migration context, but will not be able to do so this go-round since I'll be away from my computer!  Please check out previous posts for more information.

Update on Crisis Migration Project

Earlier in the year, I reported on the three-year Crisis Migration project at the Institute for the Study of International Migration (ISIM).  Since then, the project has produced some additional resources including:

- "Humanitarian Crises and Human Movement: Year One," which reports on activities of the project to date;
- an intervention at the "Interactive Roundtable 2: Respect for and Protection of the Human Rights of All Migrants," during the High-Level Dialogue on Migration and Development (see also the background paper for the roundtable);
- a new working paper series; the inaugural issue is "Lessons Learned from the Development of the Guiding Principles on Internal Displacement".

World Disasters Report 2013

The 2013 edition of the World Disasters Report was launched yesterday. The focus of this issue is "Technology and the Future of Humanitarian Action."  Here's part of the description:

"The World Disasters Report 2013 examines the profound impact of technological innovations on humanitarian action, how humanitarians employ technology in new and creative ways, and what risks and opportunities may emerge as a result of technological innovations. The responsible use of technology offers concrete ways to make humanitarian assistance more effective, efficient and accountable and can, in turn, directly reduce vulnerability and strengthen resilience. Finding ways for advances in technology to serve the most vulnerable is a moral imperative; a responsibility, not a choice."

Thematic Focus: Protection-related Items

"Credibility Assessment in Asylum Procedures" is a newly available training manual produced by the Hungarian Helsinki Committee. It offers "a framework for developing knowledge, skills and attitude through multidisciplinary learning, which can help asylum professionals to reduce the possibility of errors, reach more objective and fair credibility findings, as well as to apply a more structured approach to credibility assessment."  This is the first of two volumes: Anticipated next year, volume 2 "will include specific chapters on language and interpretation; shame, stigma and denial; gender; sexual orientation and gender identity; and children."

HC Dialogue on Protection Challenges

This year's High Commissioner's Dialogue on Protection Challenges will focus on "Protecting the Internally Displaced: Persisting Challenges and Fresh Thinking."  It will be held in Geneva from 11-12 December 2013.

The concept note lists the following as the objectives of the Dialogue:
  • "Generate a comprehensive overview of persisting IDP-related challenges and potential responses;
  • Spur initiatives to end displacement in a rights-respecting manner, in the framework of sustainable development;
  • Identify opportunities and means for empowering and reinforcing the resilience of local communities and structures;
  • Engage a broader variety of stakeholders and build new partnerships" (p. 1).

*The background paper "identifies some of the key challenges to protecting IDPs and lessons learned, and sets out questions to guide discussion in the four breakout sessions."

*The four breakout sessions will focus on the following topics:

New resources will likely become available in the days leading up to the Dialogue. See, for example, this jointly produced IPU/UNHCR Handbook for Parliamentarians on "Internal Displacement: Responsibility and Action," which was recently launched at the Inter-Parliamentary Union's 129th Assembly.

EXCOM 2013 Wrap-up

The 64th Session of the Executive Committee of the High Commissioner's Programme (EXCOM) ended on 4 October 2013, with the HC calling for a renewed determination to "do everything we can to make sure that the people we are supposed to protect, assist and help find solutions for suffer as little as possible and find an end to their plight as soon as possible."

Michigan Guidelines on the Exclusion of International Criminals

The Sixth Colloquium on Challenges in International Refugee Law met 22-24 March 2013 at the University of Michigan to discuss the "exclusion of 'terrorists' and other persons suspected of international criminality from Convention refugee status."  The outcome of the debate was the Michigan Guidelines on the Exclusion of International Criminals.
