This is a round-up of open access materials produced by authors based in the Global South (GS) and other geographic areas that are less well-represented in the domain of scholarly forced migration literature. Recently, RELATE published a Manual for Teachers of International Refugee Law, "a free model syllabus aimed at guiding junior educators to prepare and launch their first teaching activities in refugee law and international protection. It includes relevant, freely available international legal and soft law instruments, international and domestic jurisprudence, training manuals, reports, articles, and audiovisual resources."

News: UNHCR's 2023 Policy on Emergency Response

UNHCR has published an updated and revised "Policy on Emergency Preparedness and Response" (UNHCR/HCP/2023/01) that supersedes the 2019 version (UNHCR/HCP/2017/1/Rev.1). Here's a description:

"This Policy establishes the overarching framework for UNHCR’s engagement in emergency preparedness and response, based on its mandate and inter-agency commitments, including as a member of the Inter-Agency Standing Committee (IASC). It sets out the key principles guiding the relevant actions and establishes the high level roles and procedures to achieve them. In order to do so, the Policy empowers and requires country operations to be proactive in preparing for and responding to emergencies based on sound situational risk analysis and monitoring."

Amnesty International has published the latest edition of its flagship annual publication, Amnesty International Report 2022/23: The State of the World's Human Rights. Here's the blurb:

"2022 saw new, renewed and protracted conflicts that led to appalling tragedies. Some of them amounted to war crimes and crimes against humanity. Across the world, authorities continued their heavy-handed repression of universal freedoms. The U.S. Department of State has published the latest edition of the Country Reports on Human Rights Practices. The reports detail human rights violations in 198 countries and territories, "providing factual, objective information based on credible reports of the events that occurred throughout 2022." More info is provided in the Secretary of State's press briefing.

Appendix A provides an extensive description of how the country reports were prepared, what they cover (e.g., the protection of refugees, the status and treatment of IDPs, stateless persons), as well as changes and additions. 

No translations are currently available but when they are, they will be posted on this page. (See, e.g., the list of translations for the previous year's reports.)
