News: EXCOM 2017 Wrap-up

The 68th session of UNHCR's Executive Committee ended on 6 October 2017. Video of keynotes and of the general debate are all accessible via the session's web page.  In addition, written statements presented by delegations during the general debate and the chairperson's summary have been posted.

Statements made during discussions on international protection are also available from the Assistant High Commissioner, delegations and NGOs. Note that a new EXCOM Conclusion on Machine-readable Documents for Refugees and Stateless Persons was adopted.

Here is the High Commissioner's closing statement. 

The final report of the session is not yet available, but I will post it when it eventually appears. Visit the relevant EXCOM page for all other documents and statements.

New Issue of FMR

The latest issue of Forced Migration Review (FMR) has been published. The theme of FMR56 is "Latin America and the Caribbean: Building on a Tradition of Protection." Here is the description:

"The region of Latin America and the Caribbean has long demonstrated hospitality towards those fleeing conflict and persecution within the region and from further afield. Faced with newer causes of displacement, such as the violence of organised criminal gangs and the adverse effects of climate change, Latin American and Caribbean countries are continuing to expand and adapt their protection laws and mechanisms in order to address these and other situations of displacement and to meet the differing needs of affected populations."

Also included are five ‘general’ articles on other forced migration topics.

Readers can access FMR articles 1) individually, in HTML, PDF and MP3 formats, 2) via the digest feature, or 3) as a complete issue. Back issues of FMR are available here.

FMR is an open access publication. It is available online and in print in English, Arabic, French and Spanish. Audio versions of articles are available in English.

News: UNHCR's Revised Policy on Emergency Response

UNHCR has rolled out a new "Policy on Emergency Preparedness and Response," which supersedes its 2015 Policy on Emergency Response Activation, Leadership and Accountabilities. Here's a description:

"[The policy] sets out coordination arrangements and specific accountabilities of different regional Bureaux and Divisions at Headquarters and of country operations for risk monitoring, preparations and humanitarian response. It describes how to engage with government, civil society, corporate sector, development organizations and local communities early on. It sets out accelerated internal procedures for partnerships and for mobilizing and accessing resources. It describes different roles for preliminary planning, specific training and processes for reviewing operational capacities."

This entry in the UNHCR Emergency Handbook provides an overview of the policy. Two related pamphlets also summarize key points regarding the policy and UNHCR's preparedness.

News: 68th Session of EXCOM

The 68th session of the Executive Committee of the High Commissioner's Programme (EXCOM) opened today and will run through 6 October 2017. Here is the preliminary schedule, the provisional agenda, as well as the High Commissioner's opening statement (see also related press release).

This year's meeting includes the following side events:

• In the footsteps of a refugee – protection and innovative cash technologies 
• South Sudan: Striving to meet the needs of displaced populations 
• Briefing on the Myanmar refugee emergency response in Bangladesh 
• Challenges and responses along the central Mediterranean route 
• Addressing disaster displacement and climate change: Opportunities in partnership 
• A new partnership at work: UNHCR and the World Bank Group 
• Refugee emergencies: Are we ready to respond? 
• Rethinking the refugee response in Kenya
• 1967 Protocol at fifty: Protection and solutions in a new era?

Finally, the Nansen Refugee Award ceremony will be held the evening of the first day, with the honors going to Mr. Zannah Mustapha, a lawyer, school-founder and peace-maker from north east Nigeria.
