The actual text of the "African Union Convention for the Protection and Assistance of Internally Displaced Persons in Africa (Kampala Convention)" is now available on the African Union's home page, in Word format. Also posted is the "Draft Kampala Declaration on Refugees, Returnees and Internally Displaced Persons in Africa."
In addition, Refworld and ReliefWeb have added the Convention text to their collections, the former in PDF, the latter in HTML.
