UNHCR issued its policy on urban refugees in September 2009. Subsequently, the agency produced a booklet on "Designing Appropriate Interventions in Urban Settings: Health, Education, Livelihoods, and Registration for Urban Refugees and Returnees" which outlined the challenges associated with providing support in urban environments and suggested "appropriate UNHCR interventions in a few critical sectors of assistance and protection." Since that time, the agency has begun disseminating operational guidance to further facilitate the practical implementation of its policy on refugee protection and solutions in urban areas.
