News: 4th Edition of the UNHCR Handbook

For the fourth time, UNHCR has reissued its Handbook on Procedures and Criteria for Determining Refugee Status and Guidelines on International Protection under the 1951 Convention and the 1967 Protocol Relating to the Status of Refugees. The last time it did so was in Dec. 2011 on the occasion of the 60th anniversary of the 1951 Convention; see this earlier post for more information.

The title of the handbook has been modified once again; previously, it was referred to as the "Handbook and Guidelines on"... . The text is otherwise unchanged, but there are now 13 guidelines included with the Handbook that serve to complement and update it. The Foreword also references the 2016 New York Declaration for Refugees and Migrants and the Global Compact on Refugees.
