I mentioned in this recent Law/Policy post that the Seventh Colloquium on Challenges in International Refugee Law had convened 27-29 March 2015 to discuss the meaning of persecution on the basis of a person's political opinion. The result of these discussions, the official "Michigan Guidelines on Risk for Reasons of Political Opinion," have now been released.Six previous sets of Michigan Guidelines have been produced since 1999; the texts are available here.
