EXCOM 2015 Wrap-up:

The 66th Session of the Executive Committee of the High Commissioner’s Programme ended on 9 October 2015.  Here is the HC's closing statement.  The report of the session is also now available.  A decision was taken on a multi-year workplan for Executive Committee Conclusions (see p. 7). Themes under consideration include "International cooperation from a protection and solutions perspective," "Youth," "Resilience and self-reliance from a protection and solutions perspective," and "Machine readable travel documents."  NGO statements are posted on the ICVA web site.  Other conference documents can be accessed via the plenary session page.

Open Access Week: Wrap-up

This week, I focused more particularly on ways to find Open Access materials, starting with the (relatively small!) list of eprints of Journal of Refugee Studies articles that I located while conducting my case study.

I will of course continue to highlight OA references on this blog as I come across them.  But for that to happen, more authors need to provide Open Access to their scholarly works!  If you would like to do so, then please either refer to my OA blog for guidance or read this short and straightforward web page, "How to Make Your Own Work Open Access," by Peter Suber, a well-known OA advocate.

Open Access Week: Tips for Finding OA Materials, Pt. 2

Yesterday's post focused on finding eprints of specific articles in traditionally published journals ("green OA"). Usually, this entails conducting a search by the title of the article.

However, the reality for most researchers is that they are not searching for specific titles, but rather for certain subjects and keywords.  Here are some resources that can help you locate scholarly journal articles via topical searches.

Directory of Open Access Journals (DOAJ) [access]
- Search for both OA journals and the articles that appear in those journals; multidisciplinary.

Free Full-Text Online Law Review/Journal Search (ABA) [access]
- Search both online law reviews and legal repositories.

HighWire (Stanford Univ.) [access]
- While the search engine for this database does not allow users to limit their results to just free full-text or OA materials, freely available items are clearly marked in the results list; multidisciplinary with an emphasis on science.

International Legal Scholarship Library (WorldLII) [access]
- Search the full-text contents of law reviews from around the world.

Law Review Commons [access]
- Allows you to search the contents of OA law reviews, most of which are based in the U.S.

Pubmed (National Center for Biotechnology Information) [access]
- Conduct a search of this biomedical literature database, then limit the results to "free full-text."

Open Access Week: Tips for Finding OA Materials, Pt. 1

In order to carry out the case study I referenced in yesterday's post, I conducted a lot of online searches!  The main take-away from that exercise is that just because something is online doesn't mean it is necessarily easy to find!

So here are a few search tips for locating an Open Access version of a journal article of interest:

1. Start by searching in Google Scholar on the title of the journal article.  Google Scholar was specifically designed to index scholarly literature, so the results are more focused than a general Google search. The other advantage is that the results list will include a link to other "versions" of an item, if any were located.  This in turn will often lead you to an eprint in an institutional repository:

Example: Search for "Unpacking the Micro–Macro Nexus: Narratives of Suffering and Hope among Refugees from Burma Recently Settled in Australia" in Google Scholar.
- In the results list, click on the link to "All 5 versions" under the top entry.
- The second of the five versions listed links to "eprints.qut.edu.au" which is the institutional repository for the Queensland Univ. of Technology. Follow the link for a postprint of this article.

2. Sometimes, though, Google Scholar will not locate references to eprints in institutional repositories. Here are several alternative strategies to employ when this happens:

Example: A search for "Representing Sahrawi Refugees’ ‘Educational Displacement’ to Cuba: Self-sufficient Agents or Manipulated Victims in Conflict?" in Google Scholar yields no results for an institutional repository. A search using regular Google also produces no hits.
- Try using openDOAR's search tool instead, which will search across the contents of open access repositories.  A postprint of this article is located in Oxford's Research Archive.
- Experiment with a different search engine.  When I searched in Bing for this article, the a/m eprint showed up as the second result.
- Conduct a search directly in the relevant institutional repository. You can identify an author's affiliation from the article abstract posted on the journal publisher's web site.  Then either search for a repository in openDOAR or via a web search engine.  With this example, I went directly to the Oxford Research Archive, entered my search, and located the relevant reference.

3.  Institutional repositories are not the only places where journal article eprints are deposited.  If you are having no luck with Google Scholar, it might be worth trying a general title search on Google to see if an eprint is located on an author's personal web site or departmental web page.

4.  Increasingly, authors are also sharing eprints via academic social networks like Academia.edu and ResearchGate.

Example: A postprint of the article "Refugee Returns, Civic Differentiation, and Minority Rights in Croatia 1991-2004," by Brad Blitz, is posted on ResearchGate
- You can generally find results for these services if you conduct a general title search in either Google or Bing.
- Alternatively, search directly on the author's name and the name of the service -  >Brad Blitz researchgate< - then browse through the contributions listed on the author's profile page to locate articles of interest.

Earlier this year, I updated a study to determine the extent to which authors of articles published in the Journal of Refugee Studies (JRS) have deposited eprints of their articles in institutional or other kinds of repositories (in Open Access-speak, this is referred to as "self-archiving," or green OA).  I have summarized some of the findings on a special page over on my OA blog.  In addition, I list and link to all the eprints that I located.

I think the case study provides a useful way to learn more about this method of providing Open Access to one's work. The primary advantage of green OA is that it allows authors to continue publishing in their journals of choice, and still make their research more widely available. The disadvantage is that journal publishers often require a certain amount of time to pass before an eprint can be made available to the public online.

I hope to eventually undertake similar studies of other journals.

News: Open Access Week 2015

Open Access week runs from 19-25 October.  Followers of this blog know that most of the materials I reference are freely available online, which in and of itself is already a way to promote Open Access.  However, during Open Access week, I like to provide more context for the OA movement and its relevance to the forced migration research community.

So as in past years, I will be spotlighting various OA resources this week, beginning with a blog I developed which provides an overview of Open Access that is specifically tailored to a forced migration audience.

Later, I will report on a case study I undertook earlier this year to assess the extent to which Journal of Refugee Studies authors are providing Open Access to their articles.
